This construction in word of the day for 12/23/15 is hurting my head

"Ang Karpintero ay may suot na dilaw na helmet"..bakit ganito?

Can I also say, "Ang Karpintero nagsusuot ng Dilaw na helmet"?

does the "ay may suot" construction of the sentence provide some form of aspect or focus that the regular verb form doesn't?

are there other examples where "ay may" + verb is best used?

Both sentences generally mean the same in that the person is wearing a helmet but to be mre specific about it, using "nagsusuot" or the present progressive tense it can mean that he constantly wears a helmet. This may also mean that he wears his helmet often. On the other hand, saying "ay may suot" means that that person is currently wearing a helmet.

This form of ay may + verb may be used to describe a person in the present.

Halimbawa:
Si Anna ay may dalang pagkain.
